HVS International has announced that two hospitality industry veterans, Steven A. Stern and Brian Harris are joining HVS' Convention, Sport and Entertainment Facilities Consulting Division (CSE), in order to expand its services to public and private sector clients in North America and globally. Stern is the former Chief Executive Officer of ScheerGame Sports Development and Harris is the former Senior Vice President of ScheerGame's Analytical Services. Together, they bring more than 50 years of experience concentrated in public/private partnerships and municipal financing.
In announcing the appointment, Steve Rushmore, President and Founder of HVS International, said, "This expansion of our services is a response to emerging trends of public/private partnerships in the public assembly industry -- as political and policy focus has shifted toward a broader economic development strategy. "

A former public finance investment banker, Steve Stern brings more than 35 years of experience in finance, government and development. For the past 7 years, Stern has led ScheerGame as it structured arena, stadium and ballpark financings and developments. Among the projects he completed are the BI-LO Center in Greenville, SC (a transaction the Bond Buyer described as a model of minor league arena financings), the Verizon Wireless Arena in Manchester, NH, the Veterans Memorial Arena and the Baseball Grounds in Jacksonville, FL and Coors Field in Denver, CO. He is currently providing financing and development advice on integrated sports and mixed-use development projects in Omaha, NE, Columbia, SC and Savannah, GA.
Stern completed more than $1.4 billion of municipal financings for clients while he served as Senior Vice President of Public Finance at William R. Hough & Co., Donaldson, Lufkin & Jenrette, George K. Baum & Company and Drexel, Burnham, Lambert for almost 13 years. He was Director of Hough’s Sports Facility Practice.
Brian Harris has completed more than 1,000 financings during his more than 25-year public finance and investment-banking career. One of the most respected municipal analysts in the country, he served as Deputy Director of Public Finance at each of Raymond James & Company and William R. Hough & Company, leading each firms’ analytical and quantitative practices.
