Hotel Developer Selection Services – Arlington, Texas

HVS was engaged by the City of Arlington, Texas to provide developer solicitation services for a headquarters hotel and convention center expansion.

HVS provided a two-phased process involving a Request for Developer Qualifications (RFQ) and a Request for Developer Proposals (RFP) process. HVS provided these development assistance services to the City of Arlington in four tasks:

1. Identity qualified developers and draft developer RFQ: Working with City representatives, HVS identified a list of potential firms to solicit qualification documents. We then worked with the City to draft an RFQ document, which was issued to developers.
    
2. Review and score RFQ submittals: After careful evaluation and discussion of the RFQ responses, HVS recommended a short list of development teams to receive the RFP document.
    
3. Draft Developer RFP document: HVS drafted an RFP document for the City to issue to finalists from the RFQ process.
    
4. Analyze Data Pertaining to Council's Scoring of RFP submittals: HVS evaluated the proposals and provided guidance concerning the City's interview process for finalist development teams. HVS analyzed financial scenarios and financing plans, as needed, to help the City's selection committee answer questions about each proposal.

The City has engaged a finalist and is currently planning the convention center expansion and completing final negotiations with the hotel development team.
